NOTICE OF EUROPEAN PARLIAMENT ELECTION FOR DUBLIN, MIDLANDS-NORTH-WEST AND SOUTH CONSTITUENCIES
We hereby give notice that an election of members of the European Parliament is to be held in the above constituencies. If the election is contested, a poll will be taken on the 7th day of June, 2024 between the hours of 7am and 10pm.
To be eligible for election a person must be either a citizen of Ireland or a national of another Member State of the European Union ordinarily resident in Ireland.
A person may nominate himself or herself as a candidate or may, with his or her consent, be nominated by a proposer who is a registered European elector in the relevant European Parliament constituency.
A nomination form from a candidate of a registered political party must have a Certificate of Political Affiliation attached which must be produced to the returning officer for your constituency with his or her completed nomination paper.
If no certificate is attached, the candidate must, before the latest time for receiving nominations, either -
- secure 60 assents to the nomination by way of statutory declarations by European electors registered in the relevant European Parliament constituency (forms available from the returning officer for your constituency or the registration authority), or
- make a deposit of €1,800 (deposit may also be made on the candidate’s behalf).
A national of an EU Member State, other than Ireland, intending to be a candidate, must deliver to the returning officer for their constituency, with the completed nomination paper, a statutory declaration regarding their eligibility for election.
If a candidate wishes to be entered on the ballot paper as representing a registered political party, a Certificate of Political Affiliation must be produced to the returning officer for the constituency with the completed nomination paper.
If a non-party candidate who is a sitting MEP wishes to have entered on the ballot paper the European Parliament political group or the name of the European Political Party of which he or she is a member, a Certificate of European Political Affiliation must be produced to the returning officer for the constituency with the completed nomination paper – see section 3(b) of the notes on the nomination paper.
If a candidate wishes to have his or her photograph included on the ballot paper, one photograph in digitised format and two identical printed copies must be produced to the returning officer for the constituency with the nomination paper. The technical requirements for the photographs are set out in section 4 of the notes on the nomination paper.
Replacement candidates may be nominated by registered political parties and non-party candidates.

Nomination period for Irish Citizens
Completed nomination papers for Irish citizens may be delivered to the returning officer for the constituency in person by candidates or their proposers at any time when that returning officer is at his office from 10am on Monday 15th day of April 2024 until 12 noon on Tuesday the 30th day of April 2024.
The returning officer will attend to receive nomination papers for Irish citizens at the relevant address below between 10am and 12 noon and between 2pm and 5pm on Monday 29th day of April 2024 and between 10am and 12 noon on Tuesday the 30th day of April 2024.
Nomination period for other EU Nationals
Completed nomination papers for other EU Nationals may be delivered to the returning officer for the constituency in person by candidates or their proposers at any time when that returning officer is at his office from 10am on Monday 15th day of April 2024 until 12 noon on Monday the 22nd day of April 2024 which is the latest time for receiving nominations.
The returning officer will attend to receive nomination papers for other EU Nationals at the relevant address below between 10am and 12 noon and between 2pm and 5pm on Saturday 20th day of April 2024 and between 10am and 12 noon on Monday 22nd day of April 2024.

Press Release re Polling Day
The Minister for Housing, Local Government and Heritage, Darragh O’Brien TD has today (5 April 2024) made orders appointing Friday, 7 June 2024 as the polling day and the hours of 7:00a.m. to 10:00p.m. to be the hours of polling at the European Parliament, local and Limerick mayoral elections.
The Minister has appointed Barry Ryan, a Principal Officer in the Department of Housing, Local Government and Heritage, to be the chief returning officer for the European Parliament elections. He has also appointed returning officers for the three European Parliament constituencies in which 14 MEPs are to be elected for the 2024-2029 parliamentary term.
Mr. Fergus Gallagher, Dublin County Sheriff, will be returning officer for the 4 seat Dublin constituency. Ms. Marian Chambers Higgins, Galway County Registrar, will be returning officer for the 5 seat Midlands-North-West constituency. Mr. Martin Harvey, Cork City Sheriff, will be returning officer for the 5 seat South constituency. The three constituencies are specified in the Electoral Amendment (Amendment) Act 2023.
European election candidate nominations
The returning officers for the three European constituencies will in the coming days give public notice of the times for receiving nominations and of the application requirements.
Local election candidate nominations
The local authority returning officers for local elections will also give public notice of the times for receiving nominations and of the application requirements.
Limerick mayoral election candidate nominations
The returning officer for the Limerick mayoral elections will also give public notice of the times for receiving nominations and of the application requirements.
Voter Registration
A person eligible to vote but not yet registered as an elector still has time to apply for entry in the register of electors. To be eligible to vote a person must be 18 years of age or over on or before polling day and be ordinarily resident in the constituency in which you wish to vote. You must also be included on the Register of Electors.
Everyone is encouraged to check that their details are correct and up to date at www.checktheregister.ie .
Eligible voters who are not on the register, or who need to update their details, for example because they have moved house, can do so by submitting an online application at www.checkthereigster.ie or by submitting a form to their local authority.
Relevant application forms are available from City, County or City and County Councils (these are the registration authorities) or online at www.checktheregister.ie .
Completed applications must be received by the registration authority for the area in which you reside by Monday, 20 May 2024.
If a person is eligible to vote by post, or is unable to vote in person due to an illness or disability and is resident in a hospital, nursing home, mental health facility or similar institution, and they are not on the Postal Voters List or Special Voters List, as appropriate, they can apply up to Saturday, 11 May 2024 for inclusion in those lists. Application forms are available from City, County or City and County Councils and online at www.checktheregister.ie .
Election posters
With arrangements for the 2024 local elections now set, the Minister clarified the time period during which candidates can exhibit election posters. Candidates can only erect posters from 8 May 2024, which is 30 days before the polling date. There is a requirement for candidates to remove all posters within 7 days of the poll.
